PROBLEM TO BE SOLVED: To provide a hair and scalp cosmetic preparation excellent in low temperature stability, which has an excellent sustainability of actual feeling of blood circulation promotion and feeling of warmth at any point during a period from application to dry.SOLUTION: A hair and scalp cosmetic preparation contains (A) 60-90 mass% of polyethylene glycol with IOB values of 2.1-2.7, (B) a multi-branched nonionic surface active agent with IOB value of 1.0-1.5, (C) polyhydric alcohol except the component (A), and (D) a refreshing agent, wherein a mass ratio A/B of the component (A) and the component (B) is 11-400, and a mass ratio D/B of the component (D) and the component (B) is 0.02-5. |
