A packet controlling method and device relates to GPON field, and resolves the problem that a packet controlling method can not satisfy the requirement in practical operation. The method comprises: an ONU or ONT receives an OMCI message which carries configuration rules and is sent from an OLT through a management entity, the configuration rules include the processing modes for packets from different directions.
