PROBLEM TO BE SOLVED: To achieve integrated limit management over a plurality of apparatuses without using a network.SOLUTION: An apparatus includes: a reading unit that reads out, from a portable recording medium, a first value indicating the consumption of the number of times the apparatus can be used; a use restriction unit that updates the first value according to the use of the apparatus, and upon detecting that the consumption has reached a predetermined value, restricts the use of the apparatus; and a writing unit that writes the updated first value in the recording medium.
