The present invention relates to a manufacturing method for a thin plate of primary surface heat exchanger comprising: a particle drying step of drying carbon based particles and polymer based particles, respectively; a mixture producing step of producing a mixture by mixing 100 parts by weight of the polymer based particles and 30-50 parts by weight of the carbon based particles; an extrusion plate producing step of producing an extrusion plate by extruding the mixture; and a thin plate manufacturing step of manufacturing a thin plate of a primary surface heat exchanger by extruding and molding the extrusion plate.
