PROBLEM TO BE SOLVED: To provide a head base body capable of keeping a high printing performance, a recording head and a recording apparatus. SOLUTION: The head base body 10 includes: a head substrate 11 with a rectangular main face; a plurality of heating elements 13a provided on the main face of the head substrate 11 and aligned in one line on one long side; a first electrode wiring 141 connected with the heating elements 13a and a second electrode wiring 142 connected with the heating elements 13a; and a protective layer 15 consisting of an inorganic material covering the heating elements 13a, the heating element side part of the first electrode wiring 141 and the heating element side part of the second electrode wiring 142. A resin film 23 is formed on the upper face of the protective layer 15 at a specified interval m from the heating element 13a in the arrangement direction of the heating element 13a, and there exists a recessed part 15a in which the resin film 23 is formed at part positioned above the part between the second electrode wiring 141 of the protective layer 15.
