Disclosed is a radio base station (BTS) wherein, when a radio equipment control (REC) detects an uplink communication failure on a physical circuit, a downlink communication processing unit (11) is configured to transmit a downlink IQ data for all combinations of antennae and carriers to a radio equipment (RE) with all values of the downlink IQ data set to "0, " and a downlink radio equipment (21) is configured to stop a transmission of a downlink signal of all the carriers through all the antenna when the downlink IQ data whose values are all "0" is received.
