PROBLEM TO BE SOLVED: To provide a rubber composition for tires, which balances low fuel consumption, wear resistance and performances on ice and snow at a high level and is also excellent in processability, and to provide a studless tire using the rubber composition for tires. SOLUTION: The rubber composition for tires includes a rubber component containing natural rubber and butadiene rubber in an amount of≥80 mass% in total and silica. The rubber component contains, as butadiene rubber, butadiene rubber modified by a compound represented by general formula (1) and/or tin-modified polybutadiene rubber in an amount of≥10 mass% in 100 mass% of the rubber component, wherein the tin-modified polybutadiene rubber is polymerized by using a lithium initiator, and has a tin atom content of 50-3,000 ppm, a vinyl bond content of 5-50 mass%, and a molecular weight distribution (Mw/Mn) of≤2. The silica has a CTAB specific surface area of≥180 m<SP POS="POST">2</SP>/g and a BET specific surface area of≥185 m<SP POS="POST">2</SP>/g. In the formula (1), R<SP POS="POST">1</SP>, R<SP POS="POST">2</SP>and R<SP POS="POST">3</SP>are the same or different and each represents alkyl group, alkoxy group, silyloxy group, acetal group, carboxy group, mercapto group or one of their derivatives; R<SP POS="POST">4</SP>and R<SP POS="POST">5</SP>are the same or different and each represents hydrogen atom or alkyl group; and n represents an integer.
