The control device according to an embodiment is provided with a third calculation means, a first monitoring/detection means and a first control means. The third calculation means calculates the respective resistance value for each reverse osmosis membrane on the basis of the inlet pressure and fresh water volume in the respective second measurement data and the respective osmotic pressure value. The first monitoring/detection means monitors changes in the characteristics of each reverse osmosis membrane and detects malfunctions on the basis of the respective calculated resistance value. When the first monitoring/detection means detects a malfunction, the first control means reads the conditional expression or arithmetic expression associated with the selected operation mode from the storage means, after which the first control means executes an arithmetic processing using said conditional expression or arithmetic expression that has been read and controls the actions of the seawater desalination plant on the basis of the arithmetic processing results. |
