PROBLEM TO BE SOLVED: To provide an encoding method capable of improving recording density while keeping a transmission factor for each page constant in recording of digital information using holography. SOLUTION: In an optical information recording/reproducing apparatus for recording/reproducing information using holography, the apparatus comprises: a signal generation unit that modulates input data, adds a control bit to each group of N bits, performs NRZI-modulation on the data in which the control bit is determined such that a digital sum value of the NRZI-modulated data is 0, and rearranges the data to generate 2-dimensional data; a pickup that records/reproduces the 2-dimensional data in/from a hologram disc; and a signal processing unit that corrects the 2-dimensional data reproduced by the pickup, performs the NRZI-modulation on the 2-dimensional data that is subjected to binarization processing, removes the control bit added during recording, and performs demodulation according to a modulation rule used during the recording.
