PROBLEM TO BE SOLVED: To provide an anti-counterfeit paper that can solve the problem in watermarked paper made by the on-machine wet embossing method and the off-machine embossing method, that is, a watermarked image gets blurred if the paper immersed in water to absorb water is dried after the fiber composing the paper becomes swollen, and that can be manufactured efficiently even in a small lot. SOLUTION: An anti-counterfeit paper comprises laminating a plastic film excellent in water-resistant permeability on both sides of a watermarked paper produced by the off-machine embossing method.
