PROBLEM TO BE SOLVED: To provide a water-based coating material composition having a physical property of a thermosetting epoxy resin, solventless, excellent in color development and inconspicuous in a coating joint and to provide a coated floor. SOLUTION: The water-based coating material composition contains poly amine containing cyanoethylated polyamine and an epoxy resin, wherein the composition ratio is 10-40 wt.% epoxy resin, 10-30 wt.% pigment, 10-40 wt.% polyamine and 20-60 wt.% water and the coating material is constituted of the solventless epoxy resin as a main component, water, a curing agent containing water and polyamine and dilution water and has 200-1,000 (mPa s) initial period viscosity measured under a condition 38.3 sec<SP POS="POST">-1</SP>shear velocity at 25°C temperature by a cone plate viscometer.
