PROBLEM TO BE SOLVED: To appropriately switch channels to be allocated to a plurality of base station devices connected to a central control station device. SOLUTION: A central control station device determines switching time at which switching to one allocation pattern of a plurality of channel allocation patterns is performed; notifies a plurality of base station devices of the switching to the channel allocation pattern, at a timing earlier than the switching time to the channel allocation pattern by a prescribed time or more; and confirms that channels of the plurality of base station devices have been switched normally. The base station device notifies a communication partner terminal of the switching to the channel for a prescribed period before the switching time; changes its channel allocation to the channel allocation designated by the central control station device at the switching time; confirms that the terminal to be a communication partner has succeeded in the channel switching normally; and notifies the central control station device.
