A system and method for determining locations of a plurality of radio frequency (RF) signal sources. The method includes receiving RF signals from the RF signal sources, and determining locations of the RF signal sources based on the received RF signals. The method also includes determining an anchor having an absolute location identified by map data, and then adjusting the determined locations of the RF signal sources based on the anchor.

1. A method for determining locations of a plurality of stationary radio frequency (RF) signal sources, the method comprising:
receiving, by a mobile collector device, RF signals from the stationary RF signal sources; determining, by a server device, the locations of the stationary RF signal sources based on the received RF signals received by the mobile collector device; determining, by the server device, an anchor having an absolute location identified by map data; and adjusting, by the server device, the determined locations of the stationary RF signal sources based on the determined absolute location of the anchor; wherein the determined absolute location of the anchor is maintained in the map data after adjusting the locations of the stationary RF signal sources.
