A membrane-electrode assembly, according to an embodiment of the present invention, comprises a membrane; a porous anode connected to one surface of the membrane; and a porous cathode connected to the other surface of the membrane, wherein an anode catalyst layer is formed on the surface of the porous anode, and the anode catalyst layer is formed by an atomic layer deposition method.
