PROBLEM TO BE SOLVED: To provide an operation diagnostic device, an operation diagnostic method and a program which improve accuracy of operation diagnosis while a vehicle is traveling on a road.SOLUTION: An operation diagnostic device comprises: a storage section 12 which stores ideal travel information defining a relation between a speed and a position of a vehicle in accordance with a road state; a generation section 23 which generates actual travel information indicating the relation between an actual speed and an actual position of the vehicle 30 while the same is traveling on a road; a condition identification section 24 which identifies a collating condition where correlation strength between the actual travel information and the ideal travel information exceeds a predetermined value; and a diagnostic section 26 which diagnoses operational behavior of a driver of the vehicle 30 on the basis of a degree of similarity between the ideal travel information under the collating condition identified by the condition identification section 24 and the actual travel information.
