PROBLEM TO BE SOLVED: To improve transition output characteristics of a fuel cell.SOLUTION: A catalyst electrode layer for a fuel cell is formed of a catalyst electrode material containing catalyst-carried carbon and polymer electrolyte. The thickness of the polymer electrolyte covering at least a part of the catalyst-carried carbon is 2.4 nm to 2.9 nm in a state of 40% relative humidity and 3.5 nm to 4.2 nm in a state of 200% relative humidity.
