PROBLEM TO BE SOLVED: To provide a collector excellent in durability while being lightened in weight, and a bipolar battery.SOLUTION: A collector 1 includes: a conductive resin layer 6 containing a resin and a conductive material; and an insulating resin layer 19 formed on one surface in a thickness direction of the conductive resin layer 6 and having a thickness of 1 nm or more and 1 μm or less.
