PROBLEM TO BE SOLVED: To estimate a regeneration rate for each road link with high accuracy.SOLUTION: A regeneration rate estimation device according to the present invention estimates a regeneration rate of a battery 7 for each road link by using a parameter affecting the regeneration rate of the battery 7 of an electric car 2. Vehicle information (probe information) gathered from the running electric car 2 and divided for each road link is discriminated between first information corresponding to a state in which the power of the battery 7 is being consumed and second information corresponding to a state in which the battery 7 is being charged. Then, a regeneration rate for each parameter is calculated for each road link by using the parameter obtained from each of the first information and the second information and a consumed amount of power per unit time.
