The present invention relates to a method and an apparatus to encode and decode an image. The image encoding apparatus of the present invention includes: a block dividing unit which divides a current block into multiple sub blocks; and an intra-prediction encoding unit which performs an intra-prediction encoding with reference to adjacent pixel information, for each sub block, which is already encoded and decoded according to each sub block, and generates a bitstream for the current block based on an intra-prediction mode which is same as the intra-prediction mode of the current block. When encoding and decoding an image, the present invention improves the accuracy of a prediction when predicting a current block to be encoded or decoded and thereby provides satisfactory image playback quality.
