PROBLEM TO BE SOLVED: To provide a coating material composition for battery electrodes or separators which is improved in the adhesion with an electrode or a separator to improve the battery safety and achieve a longer life, and is enhanced in the particle dispersibility.SOLUTION: A coating material composition for battery electrodes or separators comprises: a vinyl alcohol-based copolymer having a structural unit expressed by the general formula (1); and an aqueous emulsion of a synthetic resin resulting from the polymerization of copolymerizable monomers including acrylic monomers as primary components in the presence of hydrogen peroxide and L-ascorbic acid. The composition includes inorganic particles or filler having active hydrogen groups.
