PROBLEM TO BE SOLVED: To determine the reverse mounting of a tantalum capacitor before circuit failure occurs.SOLUTION: A tantalum capacitor CT as an object to be determined is gradually charged from a discharging state by a charging resistor element RC, and after only an amount of determination time passes from start of charging, a charge potential VC of the tantalum capacitor CT and a threshold potential for determination are compared with each other by a voltage comparison part 12, thereby determining whether the tantalum capacitor CT is normally mounted or reversely mounted in accordance with this voltage comparison result.
