PROBLEM TO BE SOLVED: To provide an agent for parakeratosis suppression, whitening, water retention, removing waste material, and skin reproduction, and a skin differentiation promoter, which have no adverse effect and are excellent in safety, and a skin care external preparation and a cosmetic including the same.SOLUTION: An agent for parakeratosis suppression, whitening, water retention, removing waste material, and skin reproduction and a skin differentiation promoter include an active ingredient extracted from a crispa, orβ-glucan extracted from the crispa as the active ingredient. A skin care external preparation and a cosmetic include the same. The active ingredient extracted from the crispa consists of the specific components including a polymeric polysaccharide and the like as main components obtained by the following steps: mashing the fresh crispa; breaking cell wall thereof by hot water or alkali into solution to extract liquid; adding alcohol to precipitate insoluble fraction; and collecting the precipitate to separate.
