PROBLEM TO BE SOLVED: To provide a communication device capable of improving communication quality even in the situation of variation in network characteristics.SOLUTION: Available band estimating means 81 estimates an available band of a communication network. Round-trip delay time measuring means 82 measures a round-trip delay time of the communication network. An optimal bit rate calculating means 83 calculates a bit rate maximizing a value of an evaluation function at a bit rate at or below the available band estimated by the available band estimating means 81 using the evaluation function that is a function simulating the sensible quality of a user defined by the round-trip delay time and the bit rate, which is a data size transmitted in a unit time. |
