PROBLEM TO BE SOLVED: To improve translation quality by eliminating difficulty in creation and application of a pre-editing rule.SOLUTION: An original sentence candidate generation unit 16 generates a plurality of original sentence candidates by applying each or a combination rule of a plurality of different pre-editing rules stored in a pre-editing rule DB 30 to an original sentence. A machine translation unit 18 translates the original sentence candidates into translation sentence candidates in a translation destination language by use of the conceptual structure of the original sentence candidates generated by a conceptual structure generation unit 20, and translates the translation sentence candidates into reverse translation sentences in an original sentence language by use of the conceptual structure of the reverse translation sentences generated by the conceptual structure generation unit 20. A selection unit 22 selects a translation sentence candidate corresponding to an original sentence candidate that has the maximum degree of similarity between the conceptual structure of an original sentence candidate and the conceptual structure of a reverse translation sentence corresponding to the original sentence candidate.
