PROBLEM TO BE SOLVED: To provide a papermaking apparatus and a papermaking machine capable of efficiently sucking pulp containing liquid even when the travel speed of a papermaking wire is slow.SOLUTION: A papermaking apparatus 2 includes: a filtration unit 5 provided with a papermaking wire 56 operating at a speed of 0.1 m/min. to 100 m/min. while performing filtration of pulp containing liquid; a dewatering unit 6 having a belt for dewatering 63 and performing dewatering of the pulp containing liquid after the filtration at a subsequent stage of the filtration unit 5; and suction units 52, 66 for sucking the pulp containing liquid through at least one of the papermaking wire 56 and the belt for dewatering 63. The sucking units 52, 66 are provided with a suction member 22 having a suction port 28, and a suction pump for sucking in a sucking volume of 0.01 L/min. to 200 L/min. from the suction port 28.
