PROBLEM TO BE SOLVED: To enable detection of smoke in a fumigatory fire and initial fire by means of image processing.SOLUTION: A monitor camera 10 picks up an image of a monitor area; an edge line extraction part 28 extracts an edge line from the picked-up image to generate an edge line image; a difference processing part 30 generates an edge line difference image from edge line images of a predetermined time interval generated by the edge line extraction part 28; and a fire determination part 32 determines a fire by detecting a characteristic prescribed edge line by smoke from among the edge line difference images. The fire determination part 32 determines a fire, when a linear component extraction part 34 extracts a linear component from edge line difference images for each image area, a time-series change detection part 36 calculates an inclination of the linear component and a time-series change in occurrence frequency of the linear component, and a fire detection part 38 detects an inclination of a characteristic linear component by smoke and a prescribed time-series change to be the occurrence frequency, that is, a time-series change of a linear component with a fixed inclination and different occurrence frequency, from among the inclinations of the linear components and the time-series changes of the occurrence frequency of the linear components detected by the time-series change detection part 36. |
