PROBLEM TO BE SOLVED: To provide a device and method for manufacturing a separator assembly for a fuel cell, in which the separator assembly can be formed without occurrence of welding failure.SOLUTION: A manufacturing device 50 includes: a close contact means 70 in which an anode separator 31 and a cathode separator 32 are brought into close contact with each other by a pressing force generated by fluid F; and a welding means 80 in which a separator assembly 30 is formed by welding and joining the anode separator and the cathode separate while the anode separator and the cathode separator are kept in close contact with each other by the close contact means 70.
