PROBLEM TO BE SOLVED: To provide a gas shut-off device using a diaphragm which generates an inverse flow capable of preventing deviation of an indicator value from an actual flow rate value by setting an offset buffer.SOLUTION: The gas shut-off device includes: a flow rate detection section 21; a forward/reverse determination section 22; a negative pulse determination section 23; a negative request determination section 24; a positive pulse determination section 25; a positive request determination section 26; a buffer section 27; and an indicator value holding section 28. When the positive request determination section 26 and the negative request determination section 24 receive a pair of process request signals from the positive pulse determination section 25 and the negative pulse determination section 23, and when no pair of signals that exceeds a start point included, the deviation between the gas flow and the indicator value is prevented by adding/subtracting a buffer value.
