The present invention relates to a movable and variable stair mat apparatus. The apparatus includes: multiple stools arranged on the horizontal floor of the stair; multiple support plates arranged on the stair and vertical walls; a rotating shaft which couples the stools and the support plates together by hinges; swash plates which are coupled to the rotation shaft integrally and overlap the upper surface of the respective stools; and a handle which is coupled to both end units of the rotation shaft. The swash plate forcefully rotates the rotation shaft through the handle and is separated from the stools to form a slope between stairs to enable a wheelchair or stroller to enter.
