PROBLEM TO BE SOLVED: To achieve communication that is done by MIMO(Multiple Input Multiple Output) and MISO(Multiple Input Single Output) and that can be received by a receiving device capable of only receiving SISO(Single Input Single Output).SOLUTION: A transmitting device transmits a modulation signal by use of a first polarization polarity and a second polarization polarity in MISO or MIMO, transmits the same modulation signal with the same frequency by use of both first polarization polarity and second polarization polarity in SISO. The transmitting device makes each of a transmission power with the first polarization polarity and a transmission power with the second polarization polarity in SISO the same as the corresponding transmission power in the MISO or MIMO, sets the transmission power with the first polarization polarity higher than the transmission power with the second polarization polarity in the MISO or MIMO, and transmits control information indicating that the transmission power with the first polarization polarity and the transmission power with the second polarization polarity are different.
