摘要 PROBLEM TO BE SOLVED: To measure electrical characteristics such as electrical conductivity and dielectric constant of a measuring object stably and in a non-contact fashion.SOLUTION: The first and the second toroidal coils 10 and 11 are disposed so as to electromagnetically couple with a current flowing through a current path formed in a container 20 where a measuring object is accommodated. A signal oscillator 30 sequentially inputs a plurality of AC voltages having a different frequency into the first toroidal coil 10. A voltage ratio measurement unit 32 and a phase difference measurement unit 34 measure a voltage ratio and a phase difference of an input voltage input into the first toroidal coil 10 and an output voltage output from the second toroidal coil 11, respectively. An electrical characteristics derivation unit 50 derives the electrical characteristics of the measuring object to be measured based on the voltage ratio and the frequency characteristics of the phase difference.
