This base station manages a cell and is capable of communicating with a peripheral base station which is a base station managing a cell adjacent to the cell, wherein the base station outputs, to the peripheral base station when assigning the managed cell a cell identifier for identifying the cell, a determination request as to whether the cell identifier planned to be assigned can be assigned, and when a message is outputted from the peripheral base station in response to the determination request to the effect that assignment of the cell identifier planned to be assigned is permitted, the base station assigns to the managed cell the cell identifier planned to be assigned; and, when a determination request as to whether a cell identifier planned to be assigned can be assigned is outputted from the peripheral base station, the base station determines, in accordance with the state of cell identifier assignment to a cell adjacent to the managed cell, whether the cell identifier planned to be assigned can be assigned, and outputs the result of determination to the peripheral base station which was the source of the determination request. |
