[Problem] To provide: catalyst particles which contain Pt and Pd and have high oxygen reduction activity and low methanol oxidation activity; loaded catalyst particles which are obtained by being loaded with the catalyst; and the like. [Solution] Catalyst particles which contain platinum and palladium, and wherein the ratio of palladium in the particle surfaces as determined by X-ray photoelectron spectroscopy (XPS) is 45-55% by atom relative to 100% by atom of the total of platinum and palladium.
