This base station is provided with the following: a transmission unit that transmits, to a user terminal, a measurement request that requests that said user terminal measure the reception strength of a signal transmitted by another user terminal that is performing D2D communication; a reception unit that receives, from the abovementioned user terminal, measurement information indicating the reception strength measured on the basis of the aforementioned measurement request; and a control unit that uses said measurement information to determine whether or not the abovementioned user terminal is capable of D2D communication. If the control unit determines that the abovementioned user terminal is capable of D2D communication, the control unit instructs said user terminal to perform D2D communication. |
