PROBLEM TO BE SOLVED: To provide a method for assigning an uplink control channel resource.SOLUTION: A base station identifies a feedback mode of uplink control information and/or a transmission system of an uplink control channel set to a terminal device, so as to send upper layer signals to the terminal device and assign an uplink control channel resource to the terminal device. The feedback mode of the uplink control information and/or the uplink control channel transmission system set to the terminal device identified by the base station include setting PUCCH to the terminal device by a single antenna port, or a transmission diversity generated in a SORDT system. When identifying that the base station is set to transmit the PUCCH to the terminal device using the transmission diversity generated in the SORDT system, the base station sends the upper layer signals to the terminal device, and the base station assigns uplink control channel resource pairs of a significant quantity to the terminal device.
