This storage battery monitoring device is provided with: a pair of measurement lines respectively connected to a pair of voltage detection lines which are respectively connected to the positive pole and the negative pole of a storage battery; a pair of regulating lines respectively connected to the pair of voltage detection lines, in parallel to the measurement lines; a first capacitor element connected between the pair of measurement lines; a second capacitor element connected between the pair of regulating lines; and a switch connected between either end of the second capacitor element. Capacitance values are established for the first capacitor element and the second capacitor element such that, in the event of a disconnection on a voltage detection line, subsequent to opening of the switch after being closed for a prescribed short circuiting time, the voltage across the pair of measurement lines continues to vary.
