PROBLEM TO BE SOLVED: To provide a method for building a virtual user plane cell including a user plane base station in a radio communication system.SOLUTION: A radio communication system comprises a control plane base station having a coverage area including a plurality of user plane base stations. A method for building a virtual user plane cell including a user plane base station includes the steps of: identifying an anchor user in a coverage area of a control plane base station (step 206); selecting a user plane base station which can offer a service to the anchor user from a plurality of user plane base stations in the coverage area of the control plane base station (step 208); associating a mobile station which can receive the service offer from the selected user plane base station in a user set with the selected user plane base station (step 214); and building a virtual user plane cell including the selected user plane base station and the user associated with the selected user plane base station.
