PROBLEM TO BE SOLVED: To provide a battery monitoring device capable of reducing standby power and monitoring overcharge and overdischarge by controlling power supply in monitoring a battery during no use period of the battery.SOLUTION: The battery monitoring device includes: a monitor section including a monitor control section that monitors a state of a battery pack and transmits state information showing states of the battery pack and a battery abnormality section powered by the battery pack and monitoring overcharge and overdischarge of the battery pack; a battery management section including a battery control section that receives state information transmitted from the monitor control section and a switching section that shuts down power supply to the monitor control section.
