Provided are a shake correction device and an observation device whereby stable activation is possible even in operation in response to a manual unlock operation. When the shake correction device is activated, a control unit (71) measures with a timer (72) a given time required for output signals of an x-axis angular velocity sensor (36) and a z-axis angular velocity sensor (37) to stabilize. The control unit (71) drives an x-axis actuator (38) and a z-axis actuator (39) on the basis of an angle location which is measured by an x-axis angle location sensor (34) and a z-axis angle location sensor (35) and moves a correction optical element to a reference location, without using unstable output signals of the x-axis angular velocity sensor (36) and the z-axis angular velocity sensor (37) within the measured time.
