According to the present invention, an apparatus for controlling an air-fuel ratio according to change in heating value comprises: an industrial furnace performing combustion of fuel gas; a fuel gas supplying line supplying fuel gas to the industrial furnace; an air supplying line supplying air required for the combustion in the industrial furnace; a flow control unit which is installed in the fuel gas supplying line and/or the air supplying line to control the air fuel ratio of air to the fuel gas supplied to the industrial furnace; a heating value sensor which estimates heating value by measuring the material property of the fuel gas supplied from the fuel gas supplying line; and a control unit which receives a heating value from the heating value sensor and transfers an air fuel control signal to the flow control unit.
