PROBLEM TO BE SOLVED: To provide a secondary battery diagnosis device determining a battery state such as a deterioration factor and capacity on the basis of complex impedance measurement data with an AC impedance method, and provide a secondary battery diagnosis method.SOLUTION: A reference data holding part 2 stores information on a deterioration factor of a data collection measurement secondary battery and information on a complex impedance of the data collection measurement secondary battery. An impedance calculation part 3 calculates a complex impedance of a measured secondary battery 1. A deterioration factor estimation part 4 estimates a deterioration factor of the measured secondary battery 1 on the basis of the reference data stored in the reference data holding part 2 and the output information of the complex impedance calculated by the impedance calculation part 3.
