PROBLEM TO BE SOLVED: To control meander of a steel strip suitably by utilizing a thread-winding effect.SOLUTION: A steering apparatus 10 controls meander of a steel strip X by inclining the roll 11 around which the steel strip X is wound and includes a meander amount detection part 111 which detects the meander amount of the steel strip X, an inclination angle restriction determination part 113 for detecting occurrence of a reverse-run phenomenon in which the meandering direction of the steel strip is reversed in the meander's increasing direction, on the basis of a meander amount detected by the meander amount detection part 111, and a drive control part 114 which controls the inclination angle of the roll 11 to the inclination angle before detection of the occurrence of the reverse-run phenomenon, when occurrence of a reverse-run phenomenon is detected by the inclination angle restriction determination part 113.
