PROBLEM TO BE SOLVED: To provide a disaster advance announcement interlocking rescue system which can securely detect a disaster victim in a rescue requesting state, and a portable information terminal which is applied to such a disaster advance announcement interlocking rescue system.SOLUTION: There is provided a disaster advance announcement interlocking rescue system 1 that include a portable information terminal 2 comprising a reception part 11 receiving a disaster advance announcement and a transmission part 12 including a state notification part automatically starting operating on the reception of the disaster advance announcement. The state notification part gives notice of a first state (state X) indicating a rescue demand state according to a predetermined operation of a user U (U1-U3) and a second state (state Y) indicating that the user performs no operation. A searcher RP searches for a portable information terminal 2 giving notice of the first state (state X) and takes rescue activities.
