Disclosed is a method for allocating a phone number, comprising: a SIP server receiving an automatic number negotiation request message sent by an IP phone terminal; the SIP server allocating a corresponding IP phone number for the IP phone terminal in accordance with the received automatic number negotiation request message; and the SIP server returning the allocated IP phone number to the IP phone terminal, so that the IP phone terminal uses the IP phone number to log in. Further disclosed are a device and system for allocating a phone number. By means of the present invention, the IP phone terminal can conduct automatic number negotiation with the SIP server; the SIP server allocates the IP phone number for the IP phone terminal, and the IP phone terminal automatically logs in with the IP phone number, thereby improving the efficiency and operability when deploying IP phone numbers for a large batch of IP phone terminals.
