PROBLEM TO BE SOLVED: To save the power of each terminal by optimizing the start-up timing of each terminal, while taking account of the communication time of terminals having a different start-up period.SOLUTION: Each terminal belongs to any one group, starts at the start time, and performs termination in the communication time after an off-set time elapses. A controller determines the total communication time of terminals belonging to the same group as the communication time of the same group, and calculates the off-set time of a terminal performing termination following a terminal belonging to the same group, based on the communication time of the same group, and belonging to another group, thereafter determines the next start-up time of each terminal, based on the communication time and off-set time, and sets that time in each terminal. |
