PROBLEM TO BE SOLVED: To provide a flame-proof heat insulation material that has a heat insulation performance and an excellent anti-combustion performance, and that is made light, and a flame-proof heat insulation material for a vehicle.SOLUTION: A flame-proof heat insulation material according to the present invention includes a flame-proof heat insulation fiber layer, and a flame-proof layer arranged on a first surface of the flame-proof heat insulation fiber layer. The flame-proof fiber layer is mainly composed of a raw material having flame resistance, and the raw material having the flame resistance is a flame-proof fiber or metallic sheet whose limit oxygen index is 40 or more. The flame-proof heat insulation fiber layer is mainly composed of a flame-proof cellulose fiber having such a property that fibrous glassy still exists after combustion at 800°C. The flame-proof layer and the flame-proof heat insulation fiber layer are integrated.
