According to the present invention, a safety belt structure for a vehicle seat used as a safety vest comprises: a safety belt (20) placed on the upper body of a user having a bracket (10) fixated to the center of the backside; a belt fixing module (40) provided to the center of the back (32) of a seat (30) such that the bracket (10) is locked thereinto; a belt release lever (50) provided to a seating part (34) of the seat (30); and a cable (60) to connect the belt fixing module (40) and the belt release lever (50) to be pulled in accordance to a pulling operation of the belt release lever (50) to release the connection of the belt fixing module (40) and the bracket (10). The safety vest and the safety belt (20) are integrated in a simple structure, the safety vest is transformed into the safety belt (20) without using an additional means, and stability and user convenience are improved.
