PROBLEM TO BE SOLVED: To provide a ground improvement body preparation device capable of a ground improvement body of high quality by providing a uniform and sufficient improvement material within a ground improvement range having a shape and a size to be prepared while reducing a loss amount of the improvement material due to rebounding of the improvement material by agitation blades. SOLUTION: A ground improvement body preparation device 10 includes at least a casing 1, a rod 2 which freely enters and exit from a tip thereof and freely rotates, and at least two agitation blades 3, 3 arranged rotatably atop of the rod 2 and freely changing in attitude between a closing attitude and an opening attitude, a fluid circulating in a flow passage F1 sectioned between the casing 1 and rod 2. The tip of the casing 1 is a sharp end 1a formed sharply from its inner side to its outer peripheral side, and an annular body 4 is arranged at an outer periphery apart from the tip of the rod 2 and narrows down the section of the flow passage F1.
