The present invention relates to a composition for improving soil which has sterilization and insecticidal effects and comprises starfish as an active ingredient and to a method for producing the same. The present invention also relates to an environmentally friendly agricultural product which has an ecosystem preservation effect and is manufactured using environmentally-friendly raw materials by utilizing the starfish discarded in marine ecosystem and classified as waste in terrestrial ecosystem.
