The present invention relates to a fuel injection pump including a plunger with a fuel shut-off function. The fuel injection pump comprises: a barrel (10) which has an inner space (11), a discharge hole on the upper end of the inner space, and spill ports (12) on both sides of the lower outer peripheral surface to be connected to the inner space respectively; a flute (21) which moves up and down by being arranged in the inner space (11) of the barrel, and is vertical to the outer peripheral surface located in the diameter; a plunger (20) having a tilt groove (22) tilted toward the lower part from the upper part of the flute (21); a control sleeve (30) connected to the lower part of the plunger (20), and has a gear tooth (31) on the outer peripheral surface; and a rack gear (40) engaged with the gear tooth (31) of the control sleeve (30), and reciprocally axis-rotates the control sleeve (30) by being slid through a governor. The plunger (20) has an axis-rotation prevention structure to prevent the plunger (20) from being rotated toward the direction of increasing fuel supply by reaction generated while fuel is escaped to the spill ports (12) by meeting the spill ports (12). Therefore, when the governor cannot control the fuel supply pump, the plunger is axis-rotated toward the direction of decreasing fuel without being influenced by the reaction. As a result, problems caused by the occurrence of an overpseed of an engine can be resolved.
